USEPA Grant Application Process:

On December 22, 2016 the City of Rockford applied for an USEPA Brownfields Assessment Grant for hazardous substance and petroleum as well as three Cleanup Grants.  


The following are links to the Clean-Up Grant applications that were submitted on December 22, 2016.

Public Meeting: Current Cleanup Grant Application Projects:  A Public Meeting was held Monday, December 19 and Tuesday, December 20, 2016 at City Hall, 2nd Floor at 4:30 p.m. and a resolution to provide the local match for these grants was approved on December 19, 2016.


Brownfield Cleanup Projects Underway:


Indoor Sports Center on South Water Street; South Main Rail Yards Depot site and Lorden/ Eclipse site: This Public Hearing was conducted October 14th, 2014 and the Public Comment period closed November 3rd, 2014.  The Draft Action memo for the Indoor Sports Center has been added to the Administrative Record.  The Indoor Sports Center, now known as the UW Health Sports Factory, opened in early June 2016.


Ingersoll Sports Center:  This is a $24 million project that includes the adaptive reuse of the 77,000 square foot former Ingersoll Assembly Plant.  The Indoor Sports Center has been named "UW Health Sports Factory" and construction was completed during May of 2016.  UW Health Sports Factory: A Rockford Success Story - presented at the Brownfield's workshop sponsored by the Illinois EPA on August 31, 2016 in Springfield, IL


Lorden/Eclipse Depot Sites:  This is a soil cleanup project on two adjacent 5 acre sites.  This project is complete.


Rockford Watch Factory: Asbestos Removal


An “Administrative Record” providing information about this environmental cleanup project can be reviewed at the following locations:


1) City Hall 2nd floor Community and Economic Development Department


2) Rockford Public Library Main Branch, second floor and


3) Montague Branch Library – Main Floor.


The following is a brief overview of these projects:


Rockford Watch Factory:

The environmental cleanup project is asbestos removal in the original structure.  This project is tentatively scheduled for the fall of 2017.

Barber Colman (now known as Colman Village) Soil Cleanup:

The City Council has approved the final soil cleanup at Barber Colman using the supplemental revolving loan fund.  This project is being further defined using confirmation sampling.  This project is anticipated to be underway during May of 2017.
