1)   Previous & Current Activities at Barber Colman

The demolition of Buildings 14 and 15 was completed in August of 2005.  This had been the site of the former Invensys Metal Plating facility, and metals including chromium and lead had been found in the soil. Contaminated soil was treated on site and removed during the same time period. A Remedial Action Completion Report (RACR) and a request for a No Further Remediation (NFR) letter was submitted during December of 2005. The Illinois Environmental Protection Agency had requested additional groundwater testing at this site, which was completed in late Fall 2008.

A Phase II Environmental Site Assessment was completed for the remainder of the City-owned former Barber Colman facility. The primary cleanup issues are the need for asbestos removal prior to reuse of the structures or, in some cases, the removal of the structures and the need for groundwater and soil cleanup. The City has successfully made application to the US Environmental Protection Agency for Cleanup Funds to prepare this facility for future use.  A total of $600,000 in Cleanup Grants has been awarded as well as $200,000 in Revolving Loan Funds.  Additional environmental assessment work was performed during April - December of 2008. Final Environmental Reports and recommended Cleanup Plans have now been prepared for the entire site. The Reports covering the western half of the Barber Colman site were submitted to IEPA and USEPA during August of 2009 and approved during early 2010. These reports recommend that an Engineered Barrier be used to prevent exposure to the soil. This engineered barrier would consist of concrete foundations, black topped parking lots and  landscaped areas where clean soil is brought in to cover the existing soil at a sufficient depth. 

The Reports covering the eastern half of the site were submitted to the USEPA and IEPA during September of 2009. These reports recommend: 1) an Engineered Barrier; 2) Groundwater Injection to treat the groundwater for chlorinated solvents; and 3) removal of soil contaminated with Heavy Metals, primarily Chromium, located under the southern portion of Building 17.

There is a development proposal that would re-use six (6) of the remaining nine (9) structures on site.  The three remaining structures will probably be "mothballed" for the time being.  The City applied to the Illinois Historic Preservation Agency (IHPA) for permission to demolish the two structures mentioned previously, 10 and 19, as well as 17. These are the “newest” of the remaining structures and are all located within the 100 year floodplain. The IHPA approved the demolition of the 3 structures, 10, 17, and 19, but there were not enough funds to demolish building 17.

2) Asbestos Removal at Barber Colman

The City received Cleanup Grants from the USEPA totaling $600,000 for the Barber Colman sites in the fall of 2008.  The City completed the Public Comment Period for review of the documents pertaining to this proposed asbestos removal.  The Public Comment period started April 11, 2008, and concluded on May 12, 2008.  A Public Hearing for this project was held April 24, 2008, at 6:00 p.m. at the Montague Branch Library, 1238 S. Winnebago Street in Rockford.  The Asbestos Removal Bid Specs were published August 9, 2008, and a pre-bid meeting was held August 15, 2008, at the Barber Colman site.  The Asbestos Removal Contract was awarded to Ironwood Environmental and removal from the 10 buildings was completed during October of 2009.

Asbestos removal began in November of 2008 with the removal of asbestos from Building 16 and 20 which were demolished shortly thereafter. Additional Environmental Cleanup is being performed on the groundwater at Barber Colman to remove solvents in the groundwater.  This cleanup is being performed by groundwater injections of a neutral agent.

3) Demolition of Buildings 16 and 20

The City used Assessment Funds to remove these structures, enabling the consultant to perform Phase II ESA work.  The bid specs were published October 6, 2008, and a mandatory pre-bid meeting took place October 15, 2008.  The bid opening to place on October 28, 2008.  Demolition was completed during December of 2008.


4)   Demolitions of Buildings 10 and 19

Demolition of these structures was started in November of 2010 and are nearing completion.  These structures had been proposed for demolition during 2008, but a Historic Review was required by the Illinois Historic Preservation Agency (IHPA).  This review was completed during July of 2010 with the IHPA approving the demolition.  The demolition bid specs were published in August of 2010 and the bid opening took place during October.  The demolitions are scheduled to be completed by February of 2011.
